Cooperative Purchasing
The State Procurement Services Division promotes inclusiveness, diversity, fairness, and transparency while maximizing the value of public funds by leveraging cooperative contracts for the benefit of State agencies and Montana’s political subdivisions.
Cooperative purchasing, as defined in 18-4-401(1), MCA, is a procurement conducted on behalf of more than one public procurement unit. By law, section 18-4-402, MCA, tribal governments and Montana’s political subdivisions may purchase supplies and services in cooperation with the State of Montana. This allows tribal governments and political subdivisions to take advantage of the cost savings realized by the State’s volume purchasing.
Currently, cooperative purchasers may benefit by purchasing from State term contracts, the vehicle requisition time schedule, and participating in the ordering of certain commodities needed by the Montana Department of Transportation.

SPSD maintains a list of active cooperative purchasers with a current Memorandum of Understanding (MOU) documents on file.
Sign a Cooperative Purchasing Memorandum of Understanding
The State of Montana requires that interested local governments, school districts, and tribal governments sign a Cooperative Purchasing Memorandum of Understanding before utilizing state contracts. This agreement must be approved by a local government or tribal official and returned via email or mail to the State Procurement Services Division.
Term Contracts & eMACS Marketplace
Purchases made utilizing a statewide term contract must be placed directly with the contract vendor. Approved Local Public Procurement Units may also use the eMACS Marketplace to purchase goods from various statewide term contracts.
The Statewide Contracts section of our website has been updated. Now, when you search for and click on a contract name, contract number or second party, contract documents, you will be able to see and download ordering instructions and vendor information. This means you can find what you are looking for right on the site.
We have provided an instructional video that will walk you through how the website works.
Local governments and tribal governments may join the Montana Department of Transportation in purchasing certain commodities. Commodities available for cooperative purchasing are listed below.
- Road oil
- Traffic line paint and glass beads
- Road salt and chemical deicer
- Snowplow wear blades
- Rubberized asphalt
- Preformed thermoplastic pavement markings
- Fencing materials

The State of Montana issues bids for passenger cars and light-duty trucks (up to 1 ton) annually, depending on the demand. Bids are issued once per model year for police pursuit vehicles.
The State will solicit vendor bids and notify local and tribal governments of the results. Local governments and tribal governments may include their vehicle purchases along with the State's order by submitting the proper request forms by the established deadlines.

Procurement Card Program
The State has implemented a procurement card program (PCard) designed to allow agencies the ability to make small purchases using a procurement card (U.S. Bank Visa).
This program intends to increase the efficiency of the purchasing system by eliminating manual steps and costly paperwork required to make small purchases. As a positive byproduct of the program, the State can:
- Reduce the amount and number of petty cash funds;
- Better identify the actual cost to make such purchases;
- Reduce the audits and administration of small purchases; and
- Enhance the reporting of purchases made.

Montana Public Vehicle Fueling Program
The program was created in 1993 to help public agencies in Montana:
- Get out of the costly fuel dispensing business and privatize fleet fueling;
- Simplify and automate accounting procedures associated with processing fuel transactions;
- Achieve greater control over fuel expenditures; and
- Exemption of applicable federal excise taxes at the point of sale.
