* This amount is slightly flexible. Straightforward projects marginally above this amount may receive consideration to revert to the process described in paragraph 4 while more complex smaller projects may follow the interview process.

Additional Information
Energy performance, design-build, and MCA 20-25-309 contracts are exempt from this selection process. This process does not include investigation or construction-related services that do not constitute the practice of architecture, engineering, or land surveying.
After a firm has been selected or appointed, the agency and A&E project manager will review the initial project information and anticipated scope of services with the selected consultant, request a fee for agreed services, and negotiate a contract. If an agreement cannot be reached, negotiations will be terminated, and the Director may appoint one of the remaining two recommended firms.
For Delegated projects, delegation will be granted after a firm is appointed. The agency will then negotiate a contract with the selected firm.
Consultants who wish to be considered for projects $2,500,000 and under must provide information using the Consultant Registration Portal. Access the registration portal.
Three firms will be short-listed on a per-project basis (or grouping of similar projects) and submitted to the director of the Department of Administration for appointment.
Consultants with multiple locations should submit a form for each location.
Consultant information is required to be updated and resubmitted in January of even numbered years. An email will be sent to the email address of the user who submitted the information to update and resubmit their information.

State Agencies
Long-Range Building Program
The Long-Range Building Program is the process through which state agencies and universities request funding for Major Repair and Capital Development projects.
Agencies submit project requests through the LRBP Submission Portal, which opens on October 1 of odd-numbered years and closes on March 31 of even-numbered year.
After the portal closes, the A&E Division reviews and evaluates requests in coordination with the Office of Budget and Program Planning (OBPP). Each project is reviewed for feasibility, alignment with agency needs, and potential increases in operating costs.
All eligible projects are then compiled into a single list of prioritized statewide requests and submitted to the Governor for review prior to October 1 of even-numbered years.
During the first week of each legislative session, the Governor submits the executive budget to the Legislature. This includes the comprehensive long-range building program covering all agency requests.

New Requirement: 6-Year Plan
In addition to project submissions, each agency and university must now prepare a 6-Year Capital Improvement Plan as required under Section 17-7-202, MCA (as amended by HB 5, 2025 Session).
The 6-Year Plan strengthens statewide capital planning by:
- Identifying major repair and capital development projects early.
- Ensuring projects are scheduled for the appropriate legislative session.
- Establishing a clear priority framework for each agency.
- Supporting the Governor’s budget recommendations and the LRBP bill.
Agencies must submit their 6-Year Plan to A&E by April 1 of the year preceding the legislative session. These plans are integrated into the statewide LRBP process to provide the Legislature with a consistent view of long-term facility needs.

What is the 6-Year Capital Improvement Plan and Why is it Required?
The 6-Year Plan is a strategic planning tool that helps agencies and universities identify, prioritize, and schedule capital projects over a multi-year horizon. It supports long-term facility planning, aligns investments with agency goals, and strengthens funding requests by demonstrating proactive planning. As required by Section 17-7-202, MCA (as amended by House Bill 5, 2025 Session), all agencies must submit this plan to the A&E Division by April 1 of the year before the legislative session. Notably, capital development projects (excluding major repairs over $2.5 million) cannot be included in the statewide LRBP submission unless they are part of an agency’s 6-Year Plan—unless an exception is granted by the Office of Budget and Program Planning.

- The building must be owned by a state agency and:
- Operated and maintained with state general fund money, or
- Support academic missions of the Montana University System and be funded with unrestricted university funds.
- Projects entirely funded by special revenue, federal funds, or proprietary funds are not eligible

Can I Input a Project Even if I Don’t Have Complete Information?
Yes. There are only a few required fields to begin a submission: Agency, Project Title, Location, Project description, and Project cost all that is required. You can always return to the project and add information.
Who Can Submit Projects?
Anyone within your agency can create an account and enter projects. A&E will review all projects with your agency after the March 31st deadline to verify which projects should be in the final submission.
When is the Deadline for Project Submissions?
March 31st of even numbered years.
Can I See All the Projects That Have Been Submitted by My Agency?
You can only view projects submitted under your own account.
If needed, A&E can provide a full list of your agency’s in-progress submissions upon request.
We can also transfer submissions between users. If you need to reassign a project or consolidate submissions under one account, just contact A&E and we’ll take care of it.
The Department of Administration, through the Architecture & Engineering Division, establishes High-Performance Building Standards for the construction, renovation, and maintenance of public buildings in Montana as well as all new state-leased buildings.
High-Performance Building Standards are required for all new buildings and major renovations approved by the Legislature through the Long-Range Building Program.
A “Major Renovation” is a project which will increase the capacity, effect a major change in use, increase the efficiency or economy of operation, or extend the life of an existing fixed asset to a major degree.
The Architecture & Engineering Division manages projects that vary in complexity and scope. The Design Project Manager makes the final decision whether the HPBS apply on a project by project basis.
- All State Projects shall exceed the International Energy Conservation Code by 20% above the baseline or to the extent that is cost-effective over the life of the building or major renovation as determined by the Contracting Agency.
- All State Projects shall comply with the Owner’s Basic Requirements (OBR) described in the HPBS Exhibit A as well as comply with Article 1.3.A.
- All State Projects funded or authorized by the Legislature greater than $10,000,000 shall achieve a LEED Certification of a minimum Silver level or a Green Globes Rating of a minimum Two Globes rating or equivalent certification level in other Appropriate Standard as well as comply with Article 1.3.A. The Contracting Agency in conjunction with the Department may determine, on a project-by-project basis, if third-party certification or rating is not feasible or appropriate.
- If any requirements in this Article 1.3 are feasible for an applicable project and are attempted but not met, a post-project review shall be held to document the reasons why the requirement was not achieved. This document shall be archived in the final project closeout documents.
HPBP O&M-EB Funding Commitment Form
HPBP O&M-EB Program Participation Form
The voluntary HPBP for O&M-EB has been developed in collaboration with the Montana University System and other state agencies in order to improve the capacity of agencies to address operations, repairs, maintenance, and utility usage of existing state-owned facilities.
The goal of the HPBP for O&M-EB is to support existing state-owned buildings in meeting or exceeding operational standards that are cost-effective and enable progress toward sustainability in the following areas that form the basis of this HPBP:
- Optimizing energy performance
- Enhancing indoor environmental quality
- Conserving natural resources
- Improving productivity
- Reducing deferred maintenance backlogs
- Consistent/continual improvements to building functionality, durability, utilization, and maintenance
As part of the Long-Range Building Program, SB 43 of the 65th legislature directed the Department of Administration to compile and maintain a statewide facility inventory and condition assessment for LRBP-eligible buildings. FCAs are only required on LRBP-eligible buildings with a current replacement value greater than $300,000.
A Long-Range Building Program-eligible buildings is defined as:
A Building, Facility, or Structure Owned By a State Agency
- For which the Operation & Maintenance are funded with State General Fund money OR
- That supports academic missions of the University System and for which the Operation & Maintenance are funded with current Unrestricted University Funds

The A&E Division has selected Archibus for conducting condition assessments. Utilizing Archibus for FCAs will standardize the processes resulting in accurate and consistent asset data across the State portfolio.
